This quote is particularly useful to to those who are in the middle management. There are a lot of things one wants to do but cannot do. They are stuck in the middle, facing the wrath from their subordinates and bosses.
This quote is a reminder to them. One tried his best, but bosses do not know what is best for them while the staff below cannot understand why management cannot see their sufferings. Bosses also do not know there is a limit to the resources that one has access to. One can only do so much given the power and authority.
As long as conscience is clear and did all that one could do within their means, one is considered GOOD and SUFFICE.
